Major League Baseball Upset Over New Got Milk? Commercial

In a new Got Milk? commercial, a player is suspended after he tests positive for a "performance-enhancing substance." His locker is raided out and out comes a carton of milk. The player says he's being singled out and as reporters thrust microphones in his face, he says, "This stuff is everywhere. You can buy it in broad daylight. It's on about every corner."
The parody on the steroids scandal has outraged Major League Baseball's higher-ups. MLB execs say steroid use and the issues the league's facing shouldn't be made light of.
Goodby, Silverstein & Partners has handled the "Got Milk?" campaign since 1993. Jeff Goodby told the San Francisco Chronicle the agency "wanted to make sure that it [the commercial] was goofy enough so that people didn't get upset."
Five new commercials are a part of the "Got Milk?" ad campaign. The first one began airing during the baseball playoffs.

It seems to me that someone at the MLB should have approved or disapproved of the commercial before it was aired - is that so? If not, they shouldn’t complain about the services of the very company THEY hired to do the work.
